Located on the Ohio River, on the Ohio-West Virginia border, Steubenville is the seat of Jefferson County. The city was platted as a town upon the creation of Jefferson County in 1797, and built on the site of Fort Steuben, which had been constructed in 1786 and 1787. The community became a city in 1851. Steubenville is southwest of Weirton.
