Located in Loramie Township, Shelby County, Ohio, the incorporated village of Russia was founded by Lewis Phillips, who built the first house in the community, and plotted the village. In its early years, Russia was predominately French. The pronunciation of the village’s name is “roosh ee”, with the emphasis on the first syllable.
