Incorporated as a village, Ottawa, Ohio is the seat of Putnam County. The community was founded in 1833, and named for the Ottawa Indians, who once had a village at the site. The original county seat was in Kalida, but after a fire destroyed the courthouse in 1866, residents voted to move the seat to Ottawa.
