The City of Hillsboro is the seat of Highland County, Ohio. Founded in 1807, the community was constructed to be the county seat. In 1886, most of the city’s manufacturing businesses produced items, including flour, carriages and lumber, for farmers living in the surrounding countryside. During the 20th century, the community served as the county’s urban area.
