Elmore, Ohio is a village in both Ottawa and Sandusky counties. The community’s first known settler was Joe Harris, who came to what was known as the Black Swamp in the early 1800s, building a cabin at an area along the Portage River which had sloping banks on both sides of the river, and a rock bottom, making for a good crossing point. Later, the train came through and, for a time, Elmore was the largest community in Ottawa County.
