Petaluma is located in Sonoma County with an approximate population of 55,000. Due to its grain milling and chicken processing industries, Petaluma was once known as the "Egg Capital of the World". In 1971 the city enacted the “Petaluma Plan” to limit the number of building permits to 500 annually for a period of five years which began in 1972. The city was taken to court by the Construction Industry Association in 1975, but The city's restriction was upheld by the Supreme Court.
