Richmond, the capital of the Commonwealth of Virginia, is an independent city and is not affiliated with any county. It was founded in 1737, and at that time was the capital of the Colony and Dominion of Virginia. During the Civil War, it was the capital of the Confederate States of America. Patrick Henry's "Treason" speech (which famously included the phrase "Give me liberty or give me death") was given there.
